The meeting was held at 75 Topkie Drive at the home of Gary Dorer.

Grace called the meeting to order at 3:45 pm and thanked Gary for hosting the meeting.
Nancy handed out the revised minutes for everyone to go over. An updated addition to the last page of the ByLaws was provided, which now includes a list of the current property owners in the LTPOA who participated in and agreed to the amendments to the ByLaws. Phillip stated that the 2009 minutes were sent via email as well. They were accepted as currently written and he moved we continue the meeting. Carol Wyant seconded the motion.
Bob Martin stated the current balance given to him by the bank that morning was $7,237.99 as of December 30th, 2010. Phillip suggested we have more than we need in the treasury and questioned whether it was necessary to have annual dues. Bob Berry thought it would be more appealing to a prospective new home buyer to know we have annual dues and that the money in the fund is growing. Phillip retracted his proposal and moved we keep the annual dues at $20. Donna Berry seconded the motion and the vote was unanimous.
Discussion as to whether Topkie Drive is a public or private road was revisited. LoRee stated that it is a private road. Bob Berry recalled in the chronology of correspondence that if the homeowners were to decide to turn the road to the city, it would require unanimous agreement between the property owners and a letter to the city. Grace and Nancy received information from the city saying Topkie is a city road, even though they do not have a document that verifies this. Nancy confirmed the last letter received from the city July 12, 1991 states it was never officially determined to make it a city road. LoRee mentioned the city paved potholes prior to 1996 as a courtesy. Carol Wyant had a friend involved in Sedona planning do some research. He found according to Yavapai County GIS records our road is public based on the parcel numbers of our properties, even though the road was given a parcel number originally and platted as private. If no record can be found transferring it from private to public, then it may be incorrectly identified as public. Phillip expressed if we were to formally make our road the responsibility of the city, we run the risk of the city widening and paving the road, which we all are not in favor of. Phillip moved to leave sleeping dogs lie. Donna Berry seconded the motion. The vote was unanimous to leave the issue alone.
