The Topkie Drive Property Owners' Association meeting was held at the home of Bob and Donna Berry. The meeting was called to order at 3:20p.m.

Property owners Betty Martin and Carol Wyant were unable to attend.
Meeting agenda and minutes from 2006 were approved, moved by Gary and seconded by Bob. Treasurer LoRee Parker reported a balance of $6,267.58 through December 2006. Donna moved to accept treasurer's report and seconded by Horacio.
1. We decided to leave property owners' fees at $50 per annum, payable to the treasurer by check and within five business days. John moved to accept the motion, which was seconded by LoRee.
2. Gary Dorer scheduled an appointment to interview Betty Martin and document the history of Topkie Drive.
3. Regarding beautification of the entrance to Topkie Drive, Donna did contact the City to find out about improving the misused area at the entrance to Topkie Drive and passed that information along to John. Getting the City to cooperate in such an endeavor will involve much more than anticipated, including liability issues, etc. and must have approval from multiple City departments. John suggested that we forget about benches, etc., for the time being. The City did fix the pothole in front of Betty's property as a “courtesy” following Donna's telephoned request. Much discussion ensued regarding the area; in conclusion, Carole has been assigned the task of writing an email to Mayor Colquit's office to see if we can work as partners with the City to find a solution. Gary raised the issue of Dry Creek Road's designation as a Scenic Highway and using that as leverage to gain support from the City. This is to be our last ditch effort to clean up the area.
4. Additional river rock needs to be used to fill in a new gully that has formed in the aforesaid area. We decided to conduct a work party where we trim back the tree and tidy up the area sometime in March, followed with a community picnic.
5. Discussion once again arose regarding ownership of Topkie Drive with its usual outcome. LoRee wants to have something in writing saying that Topkie Drive is a city street. To date, we have nothing in our records showing that ownership, only what shows up on City maps.
Responsibility for maintaining the islands within Topkie Drive was discussed, including work parties or contracting with someone else to weed and clean the areas, possibly twice a year. After discussion, John moved and Phillip seconded that Carol Welsh get three estimates from appropriate sources on what such service would cost, then discuss those findings with LoRee. The two of them would then select the most cost appropriate person to do the clean up twice a year. Money will be drawn from the treasury to cover the cost of the service.
A community garage sale was discussed but, on finding that only two or three households will want to participate, it was decided that all costs, etc., will be born equally by those who put our materials for sale. Date for said event will be set at sometime after May 4 to accommodate all families needs
.Gary moved and Phillip seconded a motion to retain the current slate of officers. A vote showed almost all favoring the current status with one abstention. The officers for 2007 are as follows:

The day following the meeting it was called to the attention of the secretary that the Topkie Drive association is an association of property owners rather than home owners, ergo ours is the Loma Topkie Property Owners Association, which is reflected in the transcription of these minutes. This will be introduced as a discussion point at the next meeting.
