After enjoying a very delicious variety of food our meeting was called to order by President Gary Dorer. He welcomed our new neighbor, Carol Wyant, for her first time to attend a meeting.
Minutes from our last meeting were read by Secretary Betty Martin and approved; Treasurer Donna Berry's report will be submitted at a later date.
Carol Wyant had submitted her plans for her new home on Lot #8; the Association's Architectural Committee approved the plans prior to the onset of construction early last year. It was decided to retain our Architectural Committee.
Carole Sheffield and Geoff Welsh did some rockwork to prevent erosion of the roadway near our entrance. Construction on Lot #8 interfered with that project and it was decided to wait until construction of Carol Wyant's new home was completed before continuing the project.
President Gary Dorer commented that Lo Ree's and Horacio's homes were hooked up to city sewer this past year.
A question arose about whether Topkie Drive is a private or public road. Discussion followed. All present wish it to be kept private. Geoff made a motion for someone to find out if we are a public or private road and check to see if there are any plans to change the status of Topkie Drive. Also, it was decided to check the easement between Lots #3 and #4 at the same time. The motion was seconded by Carol Wyant and passed. Gary appointed John Sheffield to check on these matters.
Horacio commented that the flyer regarding sale of the home on Lot #4 is questionable. Also the homeowners have not paid their homeowner's dues for two years ($125); the sales flyer for the home indicates the house has "mother-in-law" space on the lower floor. Carol Wyant made a motion that someone be appointed to contact the owner or his/her agent regarding past due dues and to make it clear that the CC&Rs preclude subletting. Betty Martin seconded the motion. Some discussion took place and the motion was passed. Gary volunteered to take on this responsibility.
Gary brought up the subject of making our entrance look nicer after Carol's home is finished. Carol's contractor had given Gary a sketch of possible changes. It was felt that we should check the boundaries near the entrance, also look at Carol Wyant's survey to gain clarity on property lines versus common ground. Gary suggested we should have an informal meeting in March to discuss findings in this regard.
Gary indicated that Carole Sheffield volunteered to type all of our minutes and put them on a C.D. - wonderful!
Carole Sheffield reported that she and John had contacted the police department and others about the speeders and noise at late hours on Dry Creek Road near their home. John said he is trying to get the speed limit reduced to 25 mph above Topkie Drive on Dry Creek Road; he is also looking into other methods of speed control on Dry Creek. Carol Wyant is going to contact Steve Schlickman, a transportation consultant that she knows in Chicago to see what he might suggest.
Geoff Welsh made a motion, which was seconded by Horacio, that the meeting be closed at 7:20 p.m.
