The meeting was held at 185 Topkie Drive, the home of Phillip and Grace McKee.

Grace McKee called the meeting to order at 11:05 a.m.
Gary will remain Vice-president and LoRee will continue as Treasurer for another year until the end of their two-year terms. Bob Berry suggested that we compile a file of all paperwork relating to Loma Topkie Property Owners' Association (LTPOA). A hard copy will be kept with the President and the members will be emailed copies.
Each bylaw was read and discussed by the members present. Amendments were suggested to some of the bylaws incorporating changes that had already been in place over the past 4-5 years, also clarifying some of the items.
Item 2a relating to one vote per Loma Topkie lot owner was discussed. This would preclude a vote from the Sheffield household. Phillip pointed out that John responds immediately to requests for help from any of us, also that Carole had been Secretary for several years. It was mentioned that the Sheffields had elected to be separate from the Loma Topkie Property Owners' Association at a previous Annual meeting some years ago. The Bylaws relate to Loma Topkie property only. Phillip nominated Gary to speak with the Sheffields about this matter. (See addendum.)
Item 2c: It was suggested that there should be four officers: President, Vice-president, Secretary and Treasurer.
Item 3d: It was suggested that members unable to attend the meeting may vote by telephone, email or by written proxy.
Item 3f: It was suggested that a specific time and date for the annual meeting was unnecessary.
Item 4c: It was suggested that disbursements of amounts over $500 shall require two signatures. All officers shall be authorized signatories.
Carol Wyant will look into the methods of amending the Loma Topkie Property Owners' Association bylaws as there is no provision for that in the present Bylaws.
The proposed amendments and the means of adding them to the Bylaws will be circulated to all Loma Topkie Property Owners before the next annual meeting, which will be held at the end of 2009.
