The meeting of the Loma Topkie Property Owners' Association took place at the home of Bob and Donna Berry.

President Carol Welsh called the meeting to order at 4:30 p.m.
Secretary Carole Sheffield distributed and read the minutes; Carol Wyant moved and Donna Berry seconded for approval the minutes as read, which were then unanimously approved.
Treasurer LoRee Parker reported, as of October 31, 2008, a balance of $7,038.42 in the LTPOA account with M&I. An expenditure of $150.00 was recorded for Gardner Tree Service for the examination of struggling trees on all properties. The bill was itemized for each lot serviced. LoRee questioned whether the LTPOA wanted to move its assets to another more sound bank. After discussion, John moved and Phillip seconded that we stay with M&I saying that our funds are safe based on the bank's FDIC insurance on accounts up to $100,000. The motion passed by 12 with one abstention. Carol Welsh moved and Donna Berry seconded to approve the treasurer's report, which was passed unanimously.
Architectural Committee: Phillip requested a clarification of the committee's purpose. He and John have yet to review the CC&Rs and update them to include more environmentally sound technologies that may be considered by property owners.
Authorization of up to $1,000 for neighborhood cleanup: Phillip commented that we failed to use the money set aside for this purpose. Likewise he remarked that he expected a written report describing tree condition for each property from Gardner Tree Service.
Erosion Prevention: John reported that a review of the roadway shows additional but insignificant erosion that could be easily ameliorated by the addition of more river rock which we can get free from a friend who wants to remove it from his backyard. The friend is also willing to bring the rock here for distribution where needed. We have no date as to when that will happen.
Garage Sale: We had two sales this past year, one in the spring and another in November. Nancy and Carol Welsh showed interest in holding another garage sale in the upcoming year.
Dry Creek Road Sign: John provided background to our new members on acquisition of the interactive road sign, its purpose and positive results.Islands: Carol Welsh reported that, as president, she made an executive decision to conduct the neighborhood cleanup among property owners, thereby saving treasury dollars. However, there was some difficulty in handling the weed refuse, suggesting that having someone dispose of it may be a better course of action in the future. A discussion followed about the pros and cons of adding crushed stone to the islands. Donna moved and Nancy seconded that we leave Nature handle needle fall on the islands, to remove large weeds but leave the rest untouched, The LTPOA agreed unanimously.
Dues: Phillip opened a discussion on annual dues and questioned the need for an increasing balance in the LTPOA treasury. While we seldom draw from it, it was felt that having a positive balance would cover costs that might arise for road repair or possible law fees associated with an update of the CC&Rs (registering any changes with Yavapai County, etc.) It was also noted that dues of $50 per property are due to LoRee by December 19.
Officers: Carole Welsh commented that the current officers have been serving for five years and thought it made sense to enroll others to serve at this time. LoRee reminded us that the LTPOA by-laws call for an election every two years and that we'd held elections just last year, meaning the current slate was still good for another year. However, if officers wish to resign they can do so and new officers will be appointed. As a result, Carol Welsh, President and Carole Sheffield, Secretary, both resigned. Grace McKee volunteered to be president and Nancy Lattanzi volunteered to be secretary. After a motion by Carol Wyant which was seconded by Bob Berry to accept the new officers as described, Grace and Nancy were unanimously voted into the positions as described. Treasurer and Vice President remain the same as for 2008. The 2009 slate will be:
By-laws: The above discussion did raise the question of who among us has a copy of the by-laws for reference purposes. We were all left with the assignment of locating a copy of the by-laws for distribution to all the property owners.
Carole Sheffield moved that the meeting be adjourned; the motion was seconded by Grace McKee; the LTPOA voted unanimously to close the meeting.
