The annual meeting of Loma Topkie Property Owners Association was held on Tuesday, November 14, 1986 at the home of Lee and Olin Philips.
Those in attendance were:

Kel and Madge LeMaster
Betty Martin, Secretary/Treasurer, and John J. Avignone were unable to attend. Madge LeMaster acted as Secretary in Betty Martin's absence
President Olin Philips called the meeting to order. A letter from John J. Avignone was read; it enclosed the annual fee.
Minutes of the last annual meeting were read by Herb Martin. There was a motion by Elizabeth Welsh, seconded by Lee Philips, to approve the minutes as read; motion passed.
The Treasurer's report, read by Herb Martin, stated that there is a balance of $774.21 in the savings account. Motion to approve was made by Lee Philips, seconded by Elizabeth Welsh; motion passed. The annual dues of $50.00 per parcel were paid by each member of the Association.
President Philips suggested we look into the cost of chip sealing the subdivision road. He had checked on the cost of oil sealing and both the Welshes and Philips ageeed that the oil seal on their driveways in not too satisfactory. At present there is insufficient money in the Treasury to pay the cost of oil seal.
President Philips said he had served for the past three years and nominated Madge LeMaster to be president for one year. The motion made by Lee Philips, seconded by Elizabeth Welsh, passed. Betty Martin was nominated by President Philips to continue as Secretary-Treasurer, with the reservation that it was subject to her approval. Motion was so made by Elizabeth Welsh and seconded by Lee Philips; motion passed.
There being no other business, motion to adjourn was made by Herb Martin and seconded by Kel LeMaster. Meeting adjourned at 4:50 p.m. Those attending enjoyed a delicious pot luck dinner.
