A meeting of Loma Topkie property owners was held the evening of December 8, 1982 at the Olin Philips' home.

The minutes of our meeting held on September 3, 1982, were read and approved.
There was discussion of the by-laws handled by the chairman, Madge LeMaster. It was noted that two property owners did not approve the by-laws as written.
Olin asked for additions and corrections to the by-laws. There was discussion on various aspects of the by-laws, and those present, representing six of the eight lots, agreed to them as written. There will be a cover sheet with all signatures to that effect, which will be recorded in county records. Since the by-laws were adopted by 75% of the association, and all owners are members of the association by previous vote, the adopted by-laws will apply to all owners.
The matter of dues was mentioned. After some discussion, Nilah Allen moved that dues of $50.00 annually be made by each lot owner effective at our November meeting. This first payment is to be retroactive back to November 1982, to cover the 1983 dues. This motion seconded by Herb Martin. Passed unanimously. Check are to be made payable to Loma Topkie Property Owners Association, and a bank account will be opened with three signatures; the president, vice president and secretary.
It was again mentioned the need for a fire hydrant for our area. Olin said he would be glad to check with the fire department again as to their requirements.
Herb Martin reported that in checking with Prescott regarding the road dedication it will be necessary for each lot owner to sign an abandonment declaration. This matter was tabled until our next meeting.
The meeting was adjourned about 9:00 p.m.
